I am trying to figure out Dwight Yoakam's "I'll be Gone", is he hybrid picking?

Hey I am trying to figure out just exactly what Dwight Yoakam is doing on "I'll Be Gone" from his solo acoustic album "acoustic.net"....I have the descending bassline, which is essentially based off a G7, but it seems as if the treble notes are almost simultaneous with the bassline.  Is he hybrid picking? It seems impossible for hime to be doing it as root/strum....
