Laminate (?) Peeling Off Headstock

I have a 415 Jumbo (2001). A year or two ago I noticed light-shaded rings around the tuning posts. These gradually got bigger, and finally I realized that they were sort like bubbles. I could pick at them with my fingernails and they would flake off. It was a layer of laminate (I'm assuming) that was separating from the wood.Can I remove all the laminate and redo it myself? What should I use? Is there any harm in not having any laminate layer?Thanks.See More

I have three hollow body electrics, the only electrics I have ever played. Almost all my many years of playing has been exclusively acoustic.
